MEETING OF THE INTERDEPARTMENTAL COMMISSION ON HUMAN RIGHTS

On July 25, 2026, the Ministry of Foreign Affairs hosted a regular meeting of the Interdepartmental Commission on Ensuring the Implementation of Turkmenistan’s International Obligations in the Field of Human Rights and International Humanitarian Law. It was attended by representatives of the Mejlis of Turkmenistan, ministries, departments, and public organizations of the country.In accordance with the Agenda, the results of the work carried out by the Interdepartmental Commission over the past period of 2026 were reviewed, and further steps to implement national action plans in the field of human rights were discussed.The Interdepartmental Commission carries out comprehensive activities aimed at improving the implementation of Turkmenistan's international obligations. The sustainable socio-economic development of the Motherland is closely linked to the improvement of the legal system and the implementation of international norms into national legislation. Particular attention was paid to the fulfillment of the main tasks of the global 2030 Agenda for Sustainable Development, all 17 Goals of which Turkmenistan has officially adopted and adapted to national plans and strategies for socio-economic development, including in the field of protecting human rights and legitimate interests.

Based on the generalization of the experience accumulated over the years of independence, relying on the principles of respecting and ensuring human rights enshrined in the Constitution, and taking into account the universally recognized provisions of international law, neutral Turkmenistan determines step-by-step goals, tasks, and specific measures to promote priority directions concerning human rights. 

According to the agenda, the participants of the meeting of the Interdepartmental Commission discussed the draft National Action Plan for Human Rights in Turkmenistan for 2026–2030. The members of the Interdepartmental Commission generally approved the structure and content of the National Action Plan in the field of human rights, emphasizing the expediency of its adoption. 

Neutral Turkmenistan advocates for peace and security, as well as the well-being of humans and citizens. One of the most important directions for the development of international cooperation is a complex of legal and organizational-practical measures in the field of international humanitarian law. Based on this, a report was heard on the progress of the implementation of the 2024–2026 Action Plan for the introduction of international humanitarian law.

The meeting participants discussed a wide range of priority issues regarding cooperation with international organizations on the implementation of human rights and international humanitarian law.

The vectors for developing new directions in the field of human rights were also discussed. These are focused on strengthening human capital, ensuring commitment to the noble goals of serving the people, and providing universal access to public services. At the same time, digital and smart technologies should be fully utilized to raise the standard of living and improve the well-being of the people.

All these tasks drive Turkmenistan's active cooperation with the UN, OSCE, EU, and other international organizations. Each direction of such interaction is reflected in the relevant joint plans and projects under which practical activities are carried out.

A number of other issues were also considered at the meeting of the Interdepartmental Commission.
