Ashgabat, October 23 (TDH).

Today, the conference hall of the Adalat Palace hosted the international scientific and practical conference "Milestones in the Development of Statehood, the Legal System and Democracy in Neutral Turkmenistan," timed to coincide with the 30th anniversary of the founding of the Institute of State, Law and Democracy of Turkmenistan. The forum was attended by representatives of the Mejlis, the Ministry of Foreign Affairs, line ministries and sectoral agencies, and public organizations; the faculty and students of the Academy of Civil Service under the President of Turkmenistan; student youth; and the heads of diplomatic representations and missions accredited in our country.

The conference participants listened with particular enthusiasm to the congratulatory Address of President Serdar Berdimuhamedov. As the message emphasizes, relying on the foundations of statehood, the rule of law and national democratic principles, our country is consistently developing civil society and strengthening relations between the state, society and the individual. In modern Turkmen society, the human being is recognized as the highest value. The Address of the head of Turkmenistan also stresses our people's commitment to their national heritage and age-old humanistic values, and to the centuries-old democratic traditions of popular rule that underlie Turkmen statehood.

As the speakers noted, in the new historical epoch the legal foundations of our democratic, law-based and secular state are being steadily improved. The fundamental, progressive reforms carried out in the Fatherland unite society, broaden people's worldview, and inspire every citizen of Turkmenistan to new labor achievements.

It was also emphasized that large-scale work is currently underway aimed at the further modernization of the national legislative system and its harmonization with generally recognized norms of international law.

Among the main topics of the speeches was the unanimous adoption, in May and July of this year during the 80th session of the United Nations General Assembly, of the resolutions initiated by Turkmenistan, "The role and significance of the policy of neutrality in maintaining and strengthening international peace, security and the process of sustainable development" and "The Year of International Law, 2028," which became historically significant events. It was also emphasized that the adoption by the UN General Assembly, on our country's proposal, of more than 30 resolutions testifies to the Fatherland's substantial contribution to the development of international law.

As noted, the main directions of Turkmenistan's socio-economic development are organically aligned with the UN Sustainable Development Goals. The country pays particular attention to ensuring human rights, which helps create all the conditions for the physical, spiritual and moral development of every individual.

This scientific and practical conference opened broad opportunities for discussing the basic principles of Turkmen statehood, the conformity of the national legislative system with international legal norms, ways of developing national democracy, and promoting the peace-loving, constructive and humane policy pursued by Turkmenistan.

The forum participants emphasized that law and its implementation are closely connected with the development of statehood. During the years of independence, Turkmenistan has built a national legislative framework, the foundation of which is a focus on increasing the effectiveness of legal regulation of social relations in order to protect individual rights and freedoms and state sovereignty, and to ensure the country's national interests in the system of international relations.

This is confirmed by the "National Human Rights Action Plan in Turkmenistan for 2026–2030," the "National Action Plan on Gender Equality in Turkmenistan for 2026–2030," and the "National Action Plan on the Realization of Children's Rights in Turkmenistan for 2023–2028," approved by Resolutions of the head of state in 2026 and 2023, respectively. These important documents open broad prospects for implementing comprehensive human rights activities in cooperation with UN structures and other international organizations.

During the forum, alongside the speeches of international specialists and scholars, a report was heard from the Commissioner for Human Rights in Turkmenistan (the Ombudsman). It placed particular emphasis on the legislative guarantees of human rights and the harmonization of national experience with international principles.

Participants' speeches at the conference also noted that in recent years all conditions have been ensured in our country for the active participation of young scientists in carrying out planned research work in the priority areas of science.

The reports also stressed the importance of legal education and legal culture. The role of state bodies in realizing the rights and freedoms of citizens proclaimed in the country's Fundamental Law was also noted. The Constitution of Turkmenistan, as a solid foundation of the national legal system as a whole, has enormous potential. The Fundamental Law is aimed at ensuring the stability of the state and society, as well as the dynamic political and socio-economic development of the country. An important place is given to constitutional principles in the activities of the modern law-based state, its institutions, political parties, public associations and every citizen.

The forum, timed to coincide with the 30th anniversary of the founding of the Institute of State, Law and Democracy of Turkmenistan, became a constructive platform for discussing the key tasks of further improving statehood and the national legal system, and of strengthening the democratic foundations of society.

At the conclusion of the international scientific and practical conference, its participants adopted an Address to President Serdar Berdimuhamedov, in which they expressed deep gratitude for the conditions created for holding the forum at a high organizational level, and wished the head of Turkmenistan and the Hero-Arkadag good health, a long life, and continued success in the large-scale work they are carrying out for the well-being of the people and the country.
