Your message vividly reflects the issues of strengthening statehood and the rule of law, the beneficial influence of national democratic principles on improving relations between the state, society and the individual, and the harmonious combination of the centuries-old democratic traditions of popular rule with the modern state structure.

Today, democratic, law-based and secular Turkmenistan is confidently moving along the path of progress, and the socially oriented market economy and civil society are being consistently improved. That is precisely why the citizens of Turkmenistan and the international community regard our country's domestic and foreign policy with deep trust. That policy rests on the norms of the Constitution, the foundations of statehood, national democratic principles, and the legal status of permanent neutrality.

As the national and international jurists and political experts who spoke at the conference noted, Turkmen society is developing harmoniously, and popular rule and democracy in the country are being strengthened thanks to civil accord, unity and activity, which contribute to the sustainable growth of the economy.

The results of scientific research show that the Constitution and national legislation provide the legal foundation of Turkmenistan's modern system of values and social relations. This is reflected in respect for human rights and freedoms, the development of the market economy, adherence to the traditions and principles of the rule-of-law state, the triumph of national traditions of popular rule, and the recognition of the priority of the norms of international law.

This pattern is clearly manifested in the era of the Revival of the new epoch of the powerful state, namely through strengthening the unity of legal science and practice. At the same time, the scientific soundness of normative legal acts has a positive influence on law enforcement practice. Compliance with the law is an important factor in the country's development; it also ensures the reliability and stability of the reforms being carried out and contributes to the successful implementation of socio-economic programs. The legislation of Turkmenistan is consistently improved, taking into account the demands of the times, in the interests of the individual and the citizen.

Under your wise leadership, work is being carried out systematically to strengthen the legal foundations of the state, further develop democracy in society, improve the legislative basis of political, social, economic, scientific and cultural reforms, and bring national legislation into line with generally accepted norms of international law.

Your approval of the "National Human Rights Action Plan in Turkmenistan for 2026–2030," the "National Action Plan on Gender Equality in Turkmenistan for 2026–2030," and the "National Action Plan on the Realization of Children's Rights in Turkmenistan for 2023–2028" has created broad opportunities for carrying out comprehensive work in the field of human rights together with UN structures and other international organizations.

In this connection, the conference participants focused on the tasks of stepping up work to explain the legal guarantees of human rights, and of increasing the effectiveness of scientific research in this area. The forum participants also particularly noted that the main goals of the foreign policy course of neutral Turkmenistan are multifaceted, mutually beneficial and effective cooperation with international organizations and the states of the world.

Exceptionally important historic events were the unanimous adoption, on your initiative, during the 80th session of the United Nations General Assembly, of the Resolutions "The role and significance of the policy of neutrality in maintaining and strengthening international peace, security and sustainable development" of May 20, 2026, and "The Year of International Law, 2028" of July 24, 2026. The more than 30 resolutions of the UN General Assembly adopted on Turkmenistan's initiative serve as vivid evidence of its worthy contribution to the development of international law.
