The next issue of the quarterly scientific and applied journal "Democracy and Law" has been published, prepared for printing by the Institute of State, Law and Democracy of Turkmenistan.
The edition, published in Turkmen, English and Russian, covers the main directions of the state policy of the Fatherland, as well as international cooperation in the legal sphere.
The issue opens with a speech by President Serdar Berdimuhamedov at the first Central Asia-European Union Summit, held on April 4, 2025 in Samarkand (Republic of Uzbekistan). As the head of state emphasized, this meeting has a special significance - for the first time, the countries of Central Asia and the European Union are holding negotiations in such a format at the highest level, which indicates that all participants understand the need to deepen relations, strive for rapprochement and build strong partnership mechanisms.
As the President of the country noted, among the most important tasks of joint work, Turkmenistan particularly highlights the achievement and maintenance of regional peace, security and stability. In the current conditions, political and diplomatic interaction between the Central Asian states and the European Union can have a noticeable constructive impact on the general situation in the region and neighboring countries, and contribute to the efforts of the world community in this direction, primarily represented by the United Nations. Based on the common intentions to see Central Asia as a peaceful, economically attractive region, a territory of stability and predictability, not drawn into geopolitical conflicts and contradictions, our Fatherland is ready to work to achieve these goals in accordance with its neutral status and international obligations.
President Serdar Berdimuhamedov also emphasized "Turkmenistan's firm positive attitude to continue and intensify the partnership in the Central Asia-European Union format, and its readiness to make a significant contribution to this, certainly, positive and significant process."
In the speech of the President of Turkmenistan Serdar Berdimuhamedov at the Central Asia-China Summit, , which was held on June 17, 2025 in Astana (Republic of Kazakhstan), published in the magazine, it is noted that the Central Asian states and China act as the most important participants in continental and regional processes. This format of cooperation determines the presence of systemic mechanisms for exchanging opinions, interaction and coordination between foreign ministries, taking well-considered diplomatic steps at major international platforms and forums, primarily in the United Nations, in a number of regional structures.
“In the sphere of foreign policy, taking into account the current global situation, we propose to pay the closest attention to Turkmenistan's initiative to develop a Global Security Strategy under the auspices of the UN. I believe that the political, legal and ideological foundations of this document that we have presented correspond to the conceptual approaches and views of the participants in our format on the future development and prospects of global processes,” the head of state emphasized in his speech.
The readers are also offered the Resolution of the United Nations "Permanent Neutrality of Turkmenistan" published in the issue, adopted by consensus on the initiative of our country at the 61st plenary meeting of the 79th session of the United Nations General Assembly held on March 21 this year in New York (United States of America) in accordance with the 61st agenda item "Peacebuilding and Maintenance of Peace".
As is known, Turkmenistan has consistently demonstrated the effectiveness of neutrality as a key tool for the implementation of preventive diplomacy at the regional and global levels. Therefore, the recognition for the third time at the UN level of Turkmenistan's neutrality and its positive experience clearly demonstrates the triumph of the high peace-loving culture of our people.
On the pages of the magazine is also published an article by the Head of the UN Children's Fund (UNICEF) Representative Office in Turkmenistan Jalpa Ratna "Turkmenistan's Commitment to the Implementation of the Convention on the Rights of the Child". As emphasized, our country demonstrates a consistent and growing commitment to protecting children's rights, which is clearly expressed in accession to the United Nations Convention on the Rights of the Child (CRC), extensive legislative reforms, as well as regular interaction with international mechanisms and partnership with UNICEF.
This publication examines the historical and legal context of the CRC, Turkmenistan's national commitments and programmatic actions to implement it, and future directions for the child rights agenda.
Among other materials in the issue is an article by the rector of the Institute of National Security of Turkmenistan, candidate of legal sciences M. Agageldyev "National legal and organizational basis of relations in the field of information activities". The author notes that the progress achieved in the field of information technology is gaining new heights every day. Hanova, a teacher at the Academy of Public Administration under the President of Turkmenistan, “Peace and Trust: Important Principles of Educational Work.” It emphasizes that the third recognition of the doctrine of permanent neutrality of Turkmenistan by the international community serves as evidence of the constant world attention to the country. Moreover, our main duty is to ensure that the bright ideas of neutrality are fully and in the right context passed on to future generations.
The next competitive publication, “Harmonization of Sports Legislation of Turkmenistan with International Standards,” reveals the national policy in the field of physical education and sports, the main goal of which is to promote a healthy lifestyle in society and educate physically healthy and highly moral generations. The sports legislation of the Fatherland defines the legal guarantees necessary for the implementation of human rights in sports.
The author of the article for the competition “Intangible Values of Cultural Heritage” notes that the ancient heritage of the Turkmen people, distinguished by its national flavor, is a priceless asset. It forms the basis of national culture and self-awareness, plays a key role in their development and enrichment, strengthening the spiritual connection between generations.
The publication "International Cooperation and Implementation of Digital Technologies" states the successful implementation of international law in national legislation within the framework of the implementation of the state policy of Turkmenistan. The positive impact of digitalization on increasing the diplomatic activity of the Fatherland is also noted. A striking example of this is regular video conferences, international forums, seminars, online negotiations.
