THE INSTITUTE OF STATE, LAW AND DEMOCRACY OF TURKMENISTAN
On May 17, 2023, in the Center for Public Organizations in capital, on the eve of the Day of the Constitution and the State Flag of Turkmenistan, a scientific and practical conference "A new epoch of a powerful state and development: an exemplary path of statehood, democracy, respect for universal values" was held.
The event was attended by members of the Halk Maslakhaty of Turkmenistan, deputies of the Mejlis, party and public figures, scientists and political scientists, as well as representatives of various ministries and departments, the media, university professors and students.
An exhibition was organized in the foyer of the Center, where works of arts and crafts and contemporary art, museum valuables, and publishing products are presented.
A musical and dance composition, inspired by the masters of art, brought a bright color to the palette of the festive forum.
At the opening of the scientific and practical conference, reports were made on the State Flag of the country - national pride, a symbol of true statehood, which the Turkmen people treat.
The forum was held in three thematic sections. They were united by the key principle of the country's policy, enshrined in the Basic Law, succinctly and succinctly embodied in the motto "The State is for the People!".
At the first sectional meeting, issues of protection and observance of the rights and freedoms of man and citizen were considered. Particular attention was paid to consistent and purposeful work to strengthen the legal foundations of the Turkmen state, taking into account the age-old democratic principles of our people.
The participants of the conference noted that in accordance with the requirements of the time, the highest representative body of people's power, the Halk Maslakhaty of Turkmenistan, was created in the country. It was emphasized that the Constitution reflects the content of the unique model of the state system, the traditions and customs of the Turkmen, and universal values.
The role of the legal system in the implementation of the Program "Revival of a new epoch of a powerful state: the National program for the socio-economic development of Turkmenistan in 2022-2052" was comprehensively covered in the second section of the forum. As noted, the Basic Law serves as a reliable legal basis for the successes and achievements of the sovereign Fatherland, which has a developed economy and effective social protection mechanisms, pursues a constructive international policy to ensure global peace, and confidently builds a democratic legal secular state.
The historical and political significance of the peace-loving foreign policy initiatives of President Serdar Berdimuhamedov was revealed in the reports and speeches made during the third section. Here it was said about the multifaceted and active work of our country with the authoritative structures of the UN, about the energy, transport and water diplomacy of Turkmenistan.
In international relations, the Turkmen state is invariably committed to the policy of positive neutrality. This legal status of our sovereign Motherland was twice recognized by the relevant Resolutions of the General Assembly of the United Nations. Turkmenistan is the only country in the world that has included the UN Resolutions on the status of permanent neutrality in its Basic Law.
The conference once again highlighted the great significance of this festive date - the Day of the Constitution and the State Flag and the fundamental principles of the state - independence and permanent neutrality, peace and unity, democracy and the rule of law.
At the end of the forum, the participants of the scientific and practical conference expressed sincere gratitude to the President of Turkmenistan Serdar Berdimuhamedov for the constant concern for improving the social and living standards of the people, bringing the country to new levels of development.
