On March 30, 2024, the fifth meeting of the Mejlis of Turkmenistan of the seventh convocation was held to consider and adopt laws developed in accordance with the state policy priorities of President Serdar Berdimuhamedov and a comprehensive program for modernizing the country’s legislative framework.
The meeting invited to participate representatives of a number of relevant ministries and departments, as well as the media.
According to the agenda, deputies discussed the draft Law of Turkmenistan “On Energy Saving and Energy Efficiency,” which establishes the legal, economic and organizational framework for incentives in this area. As noted, in order to implement state policy, in this direction it is envisaged to use energy efficient technologies and introduce energy management in Turkmenistan, which will facilitate the further development of the national economy, and will also allow future generations to use energy resources for many years.
An interested exchange of views took place when considering the draft Law of Turkmenistan “On Hydrometeorological Activities”. According to the speakers, the adoption of this document will serve to determine the legal basis for regulation in providing government bodies, legal entities and individuals with specific information about hydrometeorological activities and the state of the environment.
In addition, the bill contains provisions on the training specialists in this field, financing related work and international cooperation. The document also defines the state system of hydrometeorological observations.
When discussing the draft Law of Turkmenistan “On the ratification of the Agreement between the Government of Turkmenistan and the Government of the People’s Republic of China on international road transport,” parliamentarians emphasized that the document regulates road passenger and freight transportation between the two countries on mutually beneficial terms, as well as transit transportation within their borders.
The agenda also included draft bills “On introducing amendments to the Civil Procedure Code of Turkmenistan”, “On introducing amendments to some legislative acts of Turkmenistan”, “On introducing amendments and additions to the Family Code of Turkmenistan”, “On introducing amendments to the Code of Turkmenistan “On land”, as well as “On introducing amendments and additions to the Law of Turkmenistan “On Veterinary Affairs”.
As emphasized, these legal acts have been improved in accordance with the Constitution of Turkmenistan and the realities of the time. This work was aimed at the successful implementation of the Program “Revival of a new era of a powerful state: National Program for the Socio-Economic Development of Turkmenistan in 2022–2052”, as well as at expanding legal opportunities for modernizing the activities of relevant areas.
The drafts of legislative acts submitted for consideration at the next meeting of the Mejlis of Turkmenistan of the seventh convocation were unanimously approved and adopted.
In conclusion, the deputies expressed confidence that the abovementioned legal documents, complementing the current legislative system of an independent, permanently neutral Turkmenistan, will provide the necessary conditions for the implementation of large-scale socio-economic and democratic reforms under the leadership of President Serdar Berdimuhamedov aimed at the progressive development of various areas.
