COOPERATION BASED ON THE PRINCIPLES OF PEACE AND TRUST

On June 10, 2021 the International Scientific and Practical Conference "Independence of Turkmenistan - development based on the principles of peace and trust", dedicated to the 30th anniversary of the state independence and the day of Science, was held in the conference hall of the Palace of Justice (Adalat koshgi).

The organizers of the forum which was held as a part of the implementation of the action plan of the Interdepartmental Commission to ensure the fulfillment of Turkmenistan's international obligations in the field of human rights and international humanitarian law for 2021, were the Supreme Court, the Ministry of Foreign Affairs and the Institute of State, law and democracy.

Leaders and representatives of international organizations accredited in Turkmenistan, law enforcement agencies of the country, academic researchers, professors and teachers of higher educational institutions, student youth and the mass media were invited to participate in the Conference.

The agenda included issues related to ensuring human rights, further improving statehood and the national legislative system.

In the speeches of the participants, the success achieved in strengthening the principles of the rule of law and realizing the political, economic and social rights of citizens, the well-being and social security of which are the main indicator of the level of development of the country, were noted.

In the reports, it was emphasized that in the year of the glorious 30th anniversary of the independence of the Motherland, the main goal of the research activities in the field of legislation remains the creation of favorable environment for people, which are the main value of our state and society.

As noted, in the era of power and happiness under the wise leadership of President Gurbanguly Berdimuhamedov, independent neutral Turkmenistan has become a strong, self-sufficient state, guaranteeing the implementation of laws, ensuring the rights and freedoms of its citizens. In recent years, important steps have been taken to strengthen democratic foundations, large-scale reforms and fundamental socio-economic transformations have been successfully implemented.

Active, purposeful work continues to strengthen the foundations of a truly democratic, legal and secular state based on the will of the people as the only source of state power. Confirmation for this is given in the Constitutional Law "On amendments and additions to the Constitution of Turkmenistan" adopted after a nationwide discussion, according to which a new representative body exercising legislative power - Milli Gengesh, consisting of two chambers - Khalk Maslakhaty and Mejlis was formed in the country.

The creation of a bicameral parliament was an important step towards improving the legal framework of modern Turkmen society, ensuring the active participation of citizens in governing the state, and raising their public awareness.

Today our country is a member of a number of international legal conventions and treaties in the field of human rights and freedoms and fulfills its obligations in this direction. In April of this year, the National Action Plan for human rights in Turkmenistan for 2021-2025 was approved by the relevant Resolution of President Gurbanguly Berdimuhamedov.

The most striking evidence of the broad international recognition of the progressive political course pursued by Turkmenistan is the important proposals of President Gurbanguly Berdimuhamedov, supported by the world community, including the declaration of 2021 as the “International year of peace and trust”. The initiative, enshrined in a special resolution of the UN General Assembly, has become another confirmation of the commitment of the Turkmen state to the principles of peace, good neighborliness, humanism and mutual understanding.

In this regard, representatives of international organizations emphasized the progressive nature of the policy pursued by the Turkmen leader, the social orientation of which is determined by the principle "State is for people!", noted with satisfaction that in recent years great opportunities have been created for further strengthening and expanding humanitarian cooperation.

The participants of the Conference expressed general confidence that the conclusions and scientific and practical views, voiced on the sidelines of the forum, will contribute to the improvement of the Turkmen statehood, the development of the national legal system and democracy.
