Within the framework of the Regional Program of the German Society for International Cooperation (GIZ), a cycle of regional webinars on administrative law and process for legal practitioners from Central Asia “Promotion of Rule of Law in Central Asia” for law enforcement officers from Central Asia were held in May and June of this year. These seminars continued the existing practice of cooperation on legal issues. The seminars were attended by the representatives of the Ministry of Justice of Turkmenistan, the Academy of State Service under the President of Turkmenistan and the Institute of State, law and democracy of Turkmenistan.
On June 16, 2021, was held a seminar "Comparative Legal Review of Administrative Justice (Turkmenistan - Norway)". At this forum, the director and researchers of the Institute of State, law and democracy gave reports on the development and achievements of the administrative justice system in Turkmenistan.
In recent years, intensive work has been carried out in Turkmenistan to update the administrative legislation. Striking examples are the Law of Turkmenistan "On Administrative Procedures" adopted on June 3, 2017, and the Administrative Procedure Code of Turkmenistan adopted on October 24, 2020, which will come into force on July 1, 2021. In developing these regulations, generally recognized international standards of good administrative procedure and process, as well as best practices from other countries, were taken into account.
During the webinar, a comparative review of the improvement of administrative legislation was carried out. Presentations and speeches of the specialists generated great interest among Central Asian experts.
