On May 19, 2021, the Presentation of the National Plan of Action on Human Rights for 2021-2025 of Turkmenistan affirmed by the relevant Resolution of the President of Turkmenistan Gurbanguly Berdimuhamedov in April of current year was held in the Center of Public Organizations of Turkmenistan.
At the meeting, the importance of the "National Action Plan on human rights in Turkmenistan for 2021-2025", approved by the Resolution of the President of Turkmenistan at a meeting of the Cabinet of Ministers on April 16 this year, was emphasized. The document is a continuation of the successful implementation of a similar plan in 2016-2020 with the aim of strengthening the state system of guaranteeing, ensuring and protecting human rights and freedoms in our country, as well as fulfilling international obligations in this area.
At the forum, special attention was paid to the tasks for the successful implementation of the National Action Plan, prepared in cooperation with international organizations. In particular, it became necessary to further improve the work of state organizations, public associations on the implementation of human rights and the implementation of international norms in this area and the use of advanced legal practice.
In the speeches of the heads of international organizations operating in our country, deputies of the Mejlis of the Milli Gengesh of Turkmenistan and members of the Halk Maslahaty, heads of judicial systems and public organizations, special attention was paid to measures that need to be taken together with relevant international organizations in the field of human rights. It should be noted here the content of the speech of the director of our Institute Yagmyr Nuryev in the framework of the "National Action Plan for human rights in Turkmenistan for 2021-2025":
- In Turkmenistan, human and civil rights and freedoms are recognized in accordance with generally recognized norms of international law and are guaranteed by the Constitution and laws of Turkmenistan. The issues of ensuring, promoting, protecting and observing human rights and freedoms are a priority direction of the state policy pursued by the President of Turkmenistan, respected Gurbanguly Berdimuhamedov, and the main indicator of the reforms carried out in order to create favorable conditions for the life of people. Improving the country's legal sphere and the practical implementation of international obligations in the field of human rights and freedoms, the development of draft national programs and action plans are among the main activities of the Interdepartmental Commission to ensure the implementation of Turkmenistan's international obligations in the field of human rights and international humanitarian law. In accordance with its international obligations, Turkmenistan implements the basic principles and provisions of international legal documents into national legislation and concentrates efforts on improving the mechanisms of its enforcement. The National Action Plan on human rights in Turkmenistan for 2021–2025 is intended to contribute to the better implementation of state policy in this area, the formation of a modern attitude towards human rights and freedoms, and further strengthening of the country's authority in the international arena. The development of the document was coordinated by the Interdepartmental Commission for Ensuring Compliance with Turkmenistan's International Commitments in the Field of Human Rights and International Humanitarian Law. The main thrust of the new Action Plan is the formation of a systematic approach that will ensure consistent implementation of the country's obligations in the field of human rights. The plan is divided into four sections: civil and political rights; social, economic and cultural rights; further development of international cooperation; raising legal awareness in the field of human rights. The sections reflect tasks and activities, implementers, implementation period, as well as indicators and results that are interconnected with the SDGs. The National Action Plan takes into account in a balanced way the role of state bodies, as well as public and professional associations, and all structures of civil society. The content of the Plan reflects the modern perception of the ideas of human rights, their integration into the legal system and application in the public life of the country.
