THE MEETING OF THE INTERDEPARTMENTAL COMMISSION FOR HUMAN RIGHTS OF TURKMENISTAN

On April 16, the meeting of the Inter-departmental Commission on the Implementation of International Obligations of Turkmenistan in the area of Human Rights and International Humanitarian Law was held in the Ministry of Foreign Affairs of Turkmenistan with participation of representatives of the Mejlis of the Milli Gengesh, ministries, sectoral departments and public organizations.

Main topics of its agenda became the outcome of activity of the Inter-departmental Commission for 2021 and the plan of work for the current year.

As was noted, for the period under accounting, a set of program measures aimed at the strengthening of statehood, democratization of society and improvement of legislative basis of the country were carried out. Modernization of legislative sphere and practical implementation of international obligations of Turkmenistan in the field of human rights and freedoms, development of drafts of relevant national programs and action plans stand out among main areas of activity of the Inter-departmental Commission. In this connection, it was stated that relations with the authoritative international organizations assume wider format and efficient character.

Guided with priority goals set by President Serdar Berdimuhamedov as well as upcoming plans outlined in the Program “Revival of the New Epoch of the Powerful State: National program of socio-economic development of Turkmenistan for 2022–2052”, participants of the meeting discussed priory areas of the upcoming work of the Commission, state institutions and public organizations in the field of implementation of human rights and realization of standards of international humanitarian law.

A special emphasis was made on the fact that as democratic, legal and secular state, Türkmenistan successfully develops and further intends to carry out all-round cooperation with specialized bodies of the United Nations, including in such important field as human rights. As an active member of UN, our country has joined main international legal acts and takes concrete measures for realization of their provisions.

Besides it, our country has been repeatedly elected to the membership of such authoritative institutions of the Organization as United Nations Economic and Social Council, UN Commission on Population and Development, UNESCO Executive Council, United Nations Economic Commission for Europe and Bureau of UNECE Committee on Sustainable Energy, United Nations Special Program for the Economies of Central Asia, United Nations Commission on Narcotic Drugs, United Nations High Commissioner for Refugees, the Executive Board of the UN Entity for Gender Equality and the Empowerment of Women and others.

In improvement of national legislation, a special significance is attached to cooperation with intentional organizations and its harmonization with generally accepted standards. Steady reformation of legal basis taking into account priorities of socioeconomic development of our country and fundamental principles of world legal practice find its visual reflection in the reforms implemented in the country.

Monitoring of laws in force, preparation of relevant recommendations and enhancement of legal education of population are among main areas of activity of the Inter-departmental Commission.

During the meeting, the Plan of work of the given body for 2022 was considered and priority tasks for practical realization of the marked measures were outlined.

Upcoming measures connected with implementation of the National plan of action of Turkmenistan for human rights for 2021-2025, National Action Plan on Gender Equality in Turkmenistan for 2021-2025 National Plan of Action for the implementation of children's rights in Turkmenistan for 2018-2022, approved by Resolutions of the head of the state were also discussed.

Special attention was given to implementation of main goals of the global agenda in the field of sustainable development for 2030, all 17 goals of which Turkmenistan officially adopted and adapted to its national plans and strategies of socio-economic development , including in the sphere of human rights and legal interests.

In addition to it, importance of further development and strengthening of efficient relations with international organizations was underlined. A special emphasis as made on significance of regular seminars, meetings and consolations on issues of preparation of national reports, reviews in accordance with UN international documents and study of advanced practice in the field of human rights.

The meeting also considered other issues and adopted relevant decisions.
