From October 31 to November 1, 2024, the XV scientific and practical conference on administrative law was held in Astana, the capital of the Republic of Kazakhstan. It was attended by lawyers, legal scholars from Central Asian countries and international experts. The theme of the conference is "Administrative Law and Process: current status and future tasks ". The conference was attended by representatives of the Mejlis of Turkmenistan, The Supreme Court, The Office of the Ombudsman, The Institute of State, Law and Democracy of Turkmenistan.
The conference addressed topical issues of development of administrative legislation in the conditions of market economy. According to the program reports were presented: Results of the implementation of administrative justice in CA; Trends in the development of administrative law and process; Digitalization of public administration and administrative justice; Legal person of public law. At each session of the conference, a dialogue between academics and practitioners was organized. At the same time, there was an exchange of views on the introduction of innovative approaches to administrative law and administrative process.
During the conference, special attention was paid to the introduction of digital technologies for the provision of public services to citizens.
The conference presented reports by scientists and specialists from nine countries, as well as senior officials of the Constitutional Court, the National Parliament, the Supreme Court, the Human Rights Commission, the Ministry of Justice, and scientific institutes of the Republic of Kazakhstan.
At the international scientific and practical conference, a representative of the Turkmen delegation made a presentation on the topic "Results of the introduction of administrative justice in Turkmenistan and directions for further development". As you know, on October 24, 2020, the Administrative Procedure Code of Turkmenistan was approved, which entered into force on July 1, 2021. On July 24, 2022, the Law of Turkmenistan "On Electronic Government" was adopted, according to which digital technologies are being introduced into the activities of state bodies providing services to the population.
The meeting also covered a number of theoretical and practical issues and after a general discussion the meeting was summarized, and all participants noted that the conference was very useful.
