The Institute of State, Law and Democracy of Turkmenistan has prepared a new issue of the scientific-periodical “Democracy and Law” journal, which comes out once a quarter in Turkmen, English and Russian.
The journal highlights topical issues of public life and international cooperation in the field of law.
The release opens with a speech by President Serdar Berdimuhamedov at the expanded session of the Cabinet of Ministers, held on 11 December, 2023.
In his speech, the head of state emphasized that on New Year’s Eve, the foreign policy achievements are summed up and perspective goals are set up. When carrying out this activity, we are guided by the permanent neutrality legal status of our independent state and by tasks outlined in the Foreign Policy Strategy of Turkmenistan for 2022–2028.
As President Serdar Berdimuhamedov noted, our country makes the necessary efforts to implement the Sustainable Development Goals. Special meaning given to Partnerships in such areas as energy security, sustainable transport system, climate change and other measures implemented by the Fatherland find widespread support from the countries of the world and authoritative international organizations.
The unanimous adoption at the UN General Assembly of Turkmenistan-initiated Resolutions “The Role of the Regional United Nations Center for Preventive diplomacy for Central Asia" and “World Sustainable Transport Day”, as well as election of our state in composition of four international structures are the good examples.
In addition, the speech by President Serdar Berdimuhamedov emphasizes that effective and comprehensive cooperation is carried out to promote across the world the historical and cultural heritage of the Turkmen people. Our country presented the nomination “The Art of Akhal-Teke horse breeding and traditions of horse decoration” that was included in the UNESCO List of Intangible Cultural Heritage of Humanity.
The transnational serial nominations “Silk Road: Zaravshan-Karakum Corridor” and “Turanian Deserts of the Temperate zone” presented to UNESCO by Turkmenistan together with the Republics Uzbekistan and Tajikistan were included into the World Heritage List. On the initiative of Hero-Arkadag, the city of Ashgabat is included into the UNESCO Global Network of Creative Cities in the “Design” category.
The participation of Turkmenistan at the 28th Conference of the Parties to the UN Framework Convention on Climate Change held in the Dubai, United Arab Emirates, was an important event. At the forum, our country announced its accession to the Global Methane Pledge.
In addition, the need for consistent and persistent promotion of the Global Initiative “Dialogue is a Guarantee of Peace” promoted by Turkmenistan. Our country will continue its ongoing strategic cooperation with the United Nations. “We firmly follow the provisions of the Charter of this Organization and generally accepted international legal norms, first of all, we will work to affirm and strengthen the role of the community of nations in the development of interstate dialogue,” the speech by President Serdar Berdimuhamedov reads.
The issue offers to the readers the article “30th anniversary of the International Conference on Population and Development” by Ayna Seyitlieva, head of the office of the United Nations Population Fund in Turkmenistan.

The publication emphasizes that our country has celebrated the next anniversary of its neutrality in a peace and creativity, good neighborliness, respect and mutual understanding with friends and partners in the global community. Verified course towards a broad international cooperation allows Turkmenistan to look with optimism forward.

As part of the realization of the state policy of Turkmenistan, the norms of international rights are successfully implemented into the national framework. Institute of State, Law and Democracy of Turkmenistan through “Democracy and Law” journal announces annual competition in order to reach a wider audience public the importance of realized constitutional reforms and permanent status neutrality of our country, and also reflected in the acting laws of the triumph of freedoms and rights of citizens.
The publication ends with the traditional “Chronicle” section, in which the reader is offered an overview meetings, conferences, seminars and other events held in the country and abroad, with participation of representatives of authoritative organizations.
