THE NEW ISSUE OF THE “DEMOCRACY AND LAW” JOURNAL

The Institute of State, Law and Democracy of Turkmenistan has prepared a new issue of the “Democracy and Law” journal, which comes out once a quarter in Turkmen, English and Russian.

The issue highlights topical issues of the state policy of President Serdar Berdimuhamedov and international cooperation in the field of law.

The release opens with a speech by the head of Turkmenistan at the plenary meeting of the 78th session of the General Assembly of the United Nations that read out the strategic positions of our country, which invariably upholds the strengthening global peace, security and stability.

At the high-level forum, our Fatherland took the new constructive initiatives, including, the creation of the UN format of the Conference on Security in Central Asia and bordering areas, the accession of Turkmenistan to the Global Methane Pledge, the establishment of a Regional Center for Technologies related to Climate Change in Central Asia, the creation the creation of the “Caspian Ecology Initiative”, the proposal to convey a High-Level Meeting on occasion of the World Sustainable Transport Day and a major international forum on food security under the auspices of UN, etc.

The issue includes the keynote speech by President Serdar Berdimuhamedov at the Khalk Maslakhaty meeting, held on September 24 of this year. In his speech, the head of state emphasized that Turkmenistan is successfully implementing programs aimed at improving the level and quality of life of the people, the formation of a competitive national economy, and the progressive socio-economic development of the country. The priority tasks for the further comprehensive development of the independent neutral Fatherland were outlined in order to ensure its steady development towards the progressive transformations.

The release has an article “National Action Plan for the Realization of Children’s Rights in Turkmenistan for 2023–2028 - sustainability and achieving new results for the children of Turkmenistan” by Mohammad Fayyazi, UNICEF Representative in Turkmenistan,

 As the author notes, this plan was approved on June 21, 2023 by the Resolution of President Serdar Berdimuhamedov, which confirmed the state’s commitment to the fundamental ideas and principles of the UN regarding children’s rights and care for the younger generation.

The article “Halk Maslahaty – the basis for the development of democracy” focuses on the main tasks of the highest representative body of government, which holds its work in accordance with the Constitution of the country and generally recognized democratic principles, aimed at ensuring the participation of all stakeholders in decision-making on important socio-political issues.

The article “Priorities for training highly qualified specialists” would be of interest for the readers. The article read on the current driving force of socio-economic development – science, education and best practices.

As noted in the publication, the main task of the teaching staff of the country’s education system is to bring up the dedicated highly qualified young specialists in the spirit of patriotism that would be in demand in different sectors of the economy.

There are a number of posts in a Section “Competition: Creative Work and Human Rights”.

One of the articles – “Turkmenistan – International Labor Organization: 30 years of cooperation” – highlights the main areas of cooperation with the ILO and the history of bilateral partnership.

The article reads on conventions and recommendations, the international standards on various areas of labor relations aimed at prohibiting forced labor, discrimination against workers, protecting motherhood and the labor of youth, ensuring trade union freedom and protecting the right to organize equality in the field of occupation, gender-responsive wage guarantees etc. Particular emphasis is given to the fact that Turkmenistan steadily meets its obligations in this area.

As it is known, the issues related to the environmental protection and protection of environmental human rights are the topical. At current time, under the far-sighted leadership of President Serdar Berdimuhamedov, the comprehensive measures aimed at protection of the environment and rational use of natural resources are taken in our country.

The publication “Administrative liability for violations of environmental legislation”, which emphasizes the importance of improving the relevant regulations, is devoted to this topic. The large-scale activities carried out in this direction contribute to the creation of favorable conditions for the efficient and careful use of natural resources, which is a priority vector for the socio-economic development of the country.

In addition, the next issue includes an article “Protection of the Caspian Sea ecosystem is an important task,” which highlights the practical steps taken by our country to scientifically study the environment and protect the natural resources of one of the unique corners of Turkmen nature – the Caspian region.

It is emphasized that the issue on the Caspian Sea, in particular related to the environment, is largely connected with the international partnership in this area. The article pays the special to the international agreements and treaties in this area.

At the same time, the article notes that cooperation, supported by mutually beneficial projects for the effective use of the potential of the Caspian region, would promote the partnership in such areas as trade, economic cooperation, transport and logistics, as well as tourism, science, technology and innovation. In turn, it would support the fulfilling of the important task on protection of the Caspian Sea ecosystem.

The next issue of the journal ends with the traditional “Chronicle” column, which offers the reader an overview of sessions, meeting, forums and other events held in Ashgabat with the participation of representatives of the authoritative international organizations.
