Representatives of the Academy of Civil Service under the President of Turkmenistan took part in the international forum on improving civil service and administration, which was held in Samarkand (Uzbekistan) from June 23 to 25 under the auspices of the UN Department of Economic and Social Affairs (UN DESA).
The forum became a platform for discussing issues of civil service reform, development of digital technologies in management and strengthening international cooperation in this area.
As part of the seminar "Management through Change: Strategies for Modern Civil Service", the Turkmen delegation presented the country's experience in forming the foundations of the digital economy and legal regulation in this area.
As noted by the representatives of Turkmenistan, the country is systematically working to introduce information and communication technologies in government agencies, enterprises and organizations. The material and technical support has been significantly improved, an electronic document management system and new working methods have been introduced.
The decrees signed by the President of Turkmenistan on the establishment of the Interdepartmental Commission for the Development of the Digital Economy and the Implementation of an Electronic Document Management System played a key role in the digital transformation.
The goal of the commission was to promote the practical implementation of digital technologies at all levels of state and public life. In accordance with the decisions taken, electronic document management systems and websites were created in ministries, departments, hyakimliks of the velayats and Ashgabat.
The development of digital platforms in Turkmenistan is carried out within the framework of the Concept for the Development of the Digital Economy for 2019-2025 and the State Program for the Development of the Digital Economy for 2021-2025 with a corresponding action plan.
The agenda of the international forum was in line with Turkmenistan's strategic course to achieve 17 UN Sustainable Development Goals, which the country officially adopted and adapted to national plans.
In May 2024, was held the first meeting of the updated Turkmenistan-UN Strategic Advisory Council, where was adopted a roadmap for the preparation of the Framework Cooperation Program for 2026-2030.
