A NEW ISSUE OF THE “DEMOCRACY AND LAW” JOURNAL

The next edition of the quarterly scientific and applied journal “Democracy and Law”, prepared for publication by the Institute of State, Law and Democracy, has been published.

The release, published in Turkmen, English and Russian, opens with the speech by President Serdar Berdimuhamedov at the meeting of the Halk Maslahaty of Turkmenistan held on September 24 of this year.

In his programmatic speech, the head of state summarized the results of the work done in the country this year, aimed at the socio-economic development of an independent neutral Fatherland, improving the well-being of citizens, and identified important tasks for the further development of Turkmenistan.

The importance of the Investment Forum of Turkmenistan in the context of developing international economic partnerships, establishing new business contacts and presenting the country’s investment opportunities to the world community was emphasized.

As the head of state underlined, the expansion of relations with countries of the world on the basis of equality and mutual benefit is one of the priorities of foreign the policy of Turkmenistan. Guided by the status of positive neutrality, twice recognized by the United Nations and enshrined in the country’s Constitution, every effort is being done to establish and strengthen cooperation with authoritative international structures.

In addition, President Serdar Berdimuhamedov emphasized that during the 63rd plenary meeting of the 78th session of the United Nations General Assembly, a Resolution “2025 - International Year of Peace and Trust” initiated by our country was unanimously adopted. It is a vivid example the efforts of Turkmenistan on ensuring universal peace and strengthening trust between the countries across the planet are widely recognized.

The Decrees of the President of Turkmenistan “On holding events to mark 2025 - the “International Year of Peace and Trust”, “On approval of the Concept for the development of the city of Arkadag for 2024-2052” and “On approval of the Strategy for the development of science in Turkmenistan for 2024-2052” are also offered to the readers.

There is a list of Resolutions adopted by the UN General Assembly on the initiative of Turkmenistan in the edition.

The article “Independence: the path of sustainable development” reads the grandiose successes achieved in the development of the country. Large-scale transformations carried out over the years of independence in the interests of the Turkmen people and all of humanity contributed to the steady progress of the Fatherland, its recognition in the world arena as a peaceful, independent and prosperous state.

The readers are also presented with the material on the legal basis of the cultural heritage of Mahtumkuli Fragi. As emphasized in the publication, the poet’s literary heritage is recognized as a national cultural value, a spiritual treasure of the state and the Turkmen people. The signing of the Law of Turkmenistan “On the Cultural Heritage of Mahtumkuli Fragi” by President Serdar Berdimuhamedov became a clear evidence of this. The Law defines the issues related to using the literary heritage of the poet and philosopher in the formation and development of high moral qualities in young people, their education in the spirit of deep respect for the glorious history of the Turkmen people and patriotism.

The article “Digital Economy and Innovative Development” describes the wide application of information technology and the Internet, as well as the reforms being implemented in the country in this area.

As the author notes, the use of innovative technologies, the development of the communication system and the Internet have a positive impact on all areas, including ensuring the prompt provision of services. In this context, along with the successful development of the digital system, the legislative framework is being strengthened.

The journal’s publications include the article “Legal Framework on Multimodal Transport Contracts”, which addresses issues of planned work to improve the political and legal framework of the relevant areas.

The publication completes with the traditional heading “Chronicle”, which covers meetings, meetings and other events held in Ashgabat with the participation of representatives of authoritative international organizations.
